Attorney-General states his opinion as follows:-
"The seat held by Mr. Ryrie will be vacant as soon as the new Instructions are received. I think that the vacation may be regarded as a vacation by removal within the meaning of that term in the new Instructions & Art: XII; and that Mr. Ryrie may be provisionally appointed in his own place.
The seat held by Mr. Jackson is held merely during the absence of Keswick. Mr. Keswick's seat will also be vacant in the same way as Mr. Ryrie's. Mr. Johnson's term is therefore at an end; and Mr. Johnson may now be provisionally appointed to fill the place of Mr. Keswick, --- "removed"
Messrs Stewart and Price are appointed Official Members by the new Instructions, and their respective seats as Unofficial members are thereby vacated, as by removal. Messrs Jackson and Sassoon may be provisionally appointed to take their places."
